Application for a Permit under the Provisions of the Environmental Management Act.
AltaGas Holdings Inc., 1700, 355 – 4th Ave SW, Calgary, AB, T2P 0J1, intends to submit this application to the Director, Environmental Management & Reclamation at the Oil and Gas Commission, to authorize the discharge of air emissions from a sweet natural gas processing plant. The sources of air emissions to be installed on site are:

The land upon which the facility is situated, and from which the discharge will occur, is within a-33-J/94-B-9, located approximately 100 km northwest of Fort St. John, within the Peace River Regional District. The operating period for this facility is 24 hours/day, 7 days/week.
The normal total discharge rate from the facility is 74.1 m³/s. The maximum total discharge rate from the facility is 75.9 m³/s. The characteristics of the facility’s air emissions are as follows:

The gas turbines which drive the inlet compressors have their exhaust diverted through two (2) Waste Heat Recovery Units (WHRU). The WHRU uses the high temperature of the gas turbine exhaust to raise the temperature of a heat transfer fluid. This fluid is pumped throughout the facility supplying process and utility heat which eliminates the need for a continuously operating heat medium heater. This saves fuel gas and lowers the facility’s overall emissions. Beyond the WHRU, there are to be no treatment systems applied to the facility’s air emissions.
Flaring will be limited to emergency and maintenance situations only. During an emergency flaring event at the gas plant, the maximum flare rate will be approximately 37.5 m³/s and will emit a maximum 50.4 g/s of nitrogen oxides, 274.4 g/s of carbon monoxide, 96.1 g/s of total particulates, and 38.6 g/s of volatile organic compounds for a period of less than one hour.
Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Director, Environmental Management & Reclamation, Oil and Gas Commission, at Bag 2, Fort St. John, BC V1J 2B0. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.

We / I, Steve Holdstock of Duz Cho Forest Products at 5400 Ritchie Rd, Box 2350, Mackenzie BC., intend to submit this application to the Director to authorize the discharge of air emissions from a Cant Mill. The source of discharge is from a Cyclone.
The land upon which the facility will be situated and the discharge will occur, is located at 5400 Ritchie Rd, within the town of Mackenzie.
The maximum rate of discharge from this facility will be 6kcfm. The operating period for this facility will be 12-16 hours per day, 7 days a week. The characteristics of the waste discharged are as follows:
115 mg / m³, below the level for visible discharge. The type(s) of treatment to be applied to the discharge is / are: Dry dust cyclone.
Any person who may be adversely affected by the proposed discharge of waste and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a digital copy to the Director at Authorizations.North@gov.bc.ca, Environmental Protection.
