ENVIRONMENTAL PROTECTION NOTICE

Application for a permit amendment Under The Provisions of the Environmental Management Act.

Coeur Silvertip Holdings Ltd. (Suite 1600 - 925 West Georgia Street, Vancouver, BC V6C 3L2), intend to submit this amendment application to the Director to amend permit 7337, issued June 21, 1990 and last amended June 5, 2018 which authorizes the discharge of effluent, from a mine.

The land upon which the facility is situated, and the discharge occurs is Mineral Lease 1038295, 9 km south of the Yukon border off kilometer marker 1085 of the Alaska Highway, within the Stikine regional district and Tootsee River watershed.

Changes to the permit are being requested to reflect that the mine plan is being updated to increase the daily tonnage throughput for the mill and increase operation from 150 days per year to up to 365 days per year. The resulting changes to the permit include the following:

• An increase in the annual average authorized rate of discharge from the water treatment plant (WTP) from 1,752 m3/day to 2,200 m3/day

• An increase in maximum authorized rate of discharge from the WTP from 3,000 m3/day to up to 4,000 m3/day, to provide additional flexibility for operations and treatment, and corresponds to Water Treatment Plant capacity

• Use of treated effluent water from the Main Polishing Pond (MPP) for surface resource exploration drilling and dust suppression

• Discharge of hydrocarbon-remediated soil that meets reverted wildland CSR soil standards from the land treatment facility onto the Site

• Discharge WTP sludge with cemented paste backfill to the underground

• Proposed Total Antimony discharge limit of 36 μg/L at ED1

Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Director, Environmental Protection at (Ministry of Environment and Climate Change Strategy, Mining Operations, 2080-A Labieux Rd, Nanaimo, BC, V9T 6J9). The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
