Application for a Permit under the Provisions of the Environmental Management Act.
On June 9, 2016, the Ministry of Environment amended the Organic Matter Recycling Regulation (OMRR) with respect to larger composting facilities. In addition to meeting the requirements of OMRR, existing composting facilities that meet the following criteria now also require a permit:
• process food waste or biosolids, and
• have the design production capacity to produce 5,000 tonnes or greater of compost per year.
Accordingly, the City of Kelowna, 1435 Water Street, Kelowna, BC, V1Y 1J4, intends to submit this application to the Director to authorize the discharge of refuse from a biosolids aerobic static pile composting facility. The source(s) of the discharge is:
• Biosolids Class A compost.
The land upon which the facility is situated and the discharge will occur is on Parcel Identifier 005-037-506, located at 551 Commonage Road, Vernon, BC V1H 1G3, within the Regional District of North Okanagan.
The maximum amount of organic matter to be processed at this facility is 36,400 wet tonnes (7280 dry tonnes) of biosolids. The operating period for this facility is 7:00 AM to 5:30 PM, seven days per week. The type(s) of treatment to be applied to the discharge is:
• aerobic static pile composting.
