4   The Regional District of Bulkley-Nechako is granted the additional power to provide, as a local service, Electric Power Distribution to Birch Bay on Francois Lake.

5   The Regional District of Bulkley-Nechako is granted the additional power to authorize the acquisition of Telephone Capital Financing as a local service.

Water diversion works and maintenance

6   The Regional District of Bulkley-Nechako is granted the additional power to establish a water diversion works and maintenance service specifically for the Glacier Gulch project, including the powers of a municipality under sections 551 and 552 of the Municipal Act¹, as a local service.
