1 (1) In each year the Minister of Finance and Corporate Relations must award a scholarship in the prescribed amount, known as the Queen Elizabeth II British Columbia Centennial Scholarship for study in any British Commonwealth country except Canada.
(2) The scholarship must be awarded to a person
(a) who graduates from, and received his or her standing in the last 3 undergraduate years from, a public university of British Columbia,
(b) whose domicile or ordinary residence is in British Columbia,
(c) who is a Canadian citizen or permanent resident of Canada, and
(d) who, in the opinion of the selection committee, is a person of unusual worth and promise and qualifies under the regulations.
(3) The award is to be paid in a lump sum as the Minister of Finance and Corporate Relations decides.
(4) In addition to the sum awarded under subsection (1) a person who is in receipt of a scholarship under subsection (1) may apply at any time during the second year of his or her study in the British Commonwealth country for a further scholarship in the prescribed amount to be paid during the third year of his or her study, as the Minister of Finance and Corporate Relations decides.
(5) In addition to the scholarship referred to in subsections (1) and (4), the Minister of Finance and Corporate Relations must award 2 scholarships of a prescribed amount, not to exceed the scholarship awarded in subsection (1), to persons who qualify under subsection (2).
2 (1) The Minister of Finance and Corporate Relations may appoint persons to advise the minister with respect to the award of scholarships authorized by this Act.
(2) A person appointed under subsection (1) has the duties specified by the Minister of Finance and Corporate Relations and is subject to the regulations.
3 (1) The Lieutenant Governor in Council may make regulations referred to in section 41 of the Interpretation Act.
(2) Without limiting subsection (1), the Lieutenant Governor in Council may make regulations as follows:
(a) prescribing conditions to be met by a person applying for or receiving a scholarship under this Act;
(b) prescribing factors to be considered by a selection committee in the selection of a candidate for a scholarship that may include academic achievement, personal qualities and character, interest and participation in university and community affairs, development of a program of studies and special aptitude and qualification for that program;
(c) prescribing conditions for continuation of the scholarship payments;
(d) establishing a committee of advisers under section 2, and prescribing their remuneration, if any, and other conditions of employment.
